Even if they were to block the NNTP ports, Motzarella's servers also
respond on the HTTP ports: port 80 for reader.motzarella.org, and port
443 for news.motzarella.org. Note that they wouldn't block port 443
because it is the HTTPS port and thus no secure websites would work.

If they really wanted to get serious and block Usenet access, they could
block specific servers or even perform packet inspection. My guess is
that they would not do that because of the expense of managing it and
the fact that they would likely draw lawsuits from angry customers.
It's one thing for them to choose not to actively provide Usenet
service, but it's an entirely different thing for them to prohibit
access to other servers.
